That one looks like it was sawn off, stolen and propped up with rocks for the photograph.
There was a phone booth in the southern part of Death Valley but with the advent of cell phones, it was removed.
There are stop signs in Death Valley on roads that might not see any traffic for days.

There are 3 cell sites inside Death Valley National Park. Coverage is available to all major cellular carriers.
