On the road? Probably something as it's technically a motor vehicle and subject to the motor vehicle codes, but that's going to vary from state to state.

Last time I took a circuit of Gettysburg, I saw a group of tourists on Segways. You also see groups of tourists on horseback. Horses hate me, so I'd probably elect for a Segway tour (or just walk, which is preferable).
