:x Perhaps those red-slashed blue signs indicate drivers should not try to drive through the water thinking the water is less deep than it actually is.

Maybe at night the road seems less obviously deeply flooded than it, in fact, is.

And notice the "No Parking" sign is repeated. There are always two for emphasis.
And, you see the "50" in a red circle, that is a speed limit sign. The "End of 50" speed limit sign has a black slash through it. Do not confuse the black slash with a red slash. Black slash means "End," red slash means "No.'" I can hardly wait for the USA to go full metric and bring in international road signs. Maybe Trump is the man to bring us up to world standards.
