Do you know if electrics ever ran on that trackage?

Nah! It was just that the RRs were so incredibly profitable that they blew all that money just to get the tax break!

How do you tell the difference?

Cheater's way is to read the fine print on the cab side :D

The trucks are different. EMD's will be FlexiCoil (older models) or HT-C on the newer ones. GE uses these

Image

EMD's look like this

Image

There are also difference in fuel tank shape, air tank location, and then more subtle cues like access door shape/count/location.
Once I built a railroad, I made it run,
Made it race against time.
Once I built a railroad, now it's done --
Brother, can you spare a dime?

An easy guide for EMD vs GE spotting.

EMD: rounded fuel tanks, slab-sided radiator grills, teardrop-shape cab windows

GE: angled fuel tanks, 'wing'-style radiator grilles, rectangular windows

*Disclaimer: this is a general overview, and not all engines match this criteria (i.e., Canadian wide nose engines)

Dave,
Possibly you, like me, do not see any real character in the newer Diesels.
Locos from the 1940s to 1970s just were more varied in looks and style.
I do not mean to be little the powerful monsters of today. :D
