Pretty sure that it is true - toxicity of cadmium is pretty significant and as far as I know got pulled from all those lovely colors like Cadmium Yellow and the rest of the yellows and oranges. Coverage is really what I was referring to but tint is also probably altered. But about 40 years ago cadmium in all paints was very close to being totally banned. I'm not sure about "artists" paints as I think that might all that's left.
