It's a proportional divider. Pivot point slides so you can set the scaling factor to transfer from one scale to another. I have two of them. They have become quite expensive. I think my first one was $45 back in the mid 80's. Second one (because I lost track of the original) was about $60. They are now well north of $100. I did find the original, eventually. Useful tool but not an everyday tool unless you do a lot of scale transfers.

Yours also has the older style (and much nice) half flat points, very difficult to bend/distort. The navigation version has additional scales engraved on it to allow direct read outs without referencing scales on the charts or calculations. Mine are more traditional with marks for "lines" or "circles" used by model makers/draftsman.

Partially. Their Facebook pages have a bunch of pictures taken in Fargo and their home web page indicates they are headquartered there. I liked the video of the turkey trotting alongside the vehicle. You can enable the pan feature while the video is playing back, very impressive technology.
