Healey -- Thanks - great photos -- Indeed it is State St and Van Buren - and I believe I have a view from the same location but looking across the street -- I will look for it and post it here. This may be it -- the photo in my CTA collection I found :

Some of the the guys in the restaurant-bar look like, heh, mobsters -- the guy on the right vaguely like Al Capone. Of course, he would not be happy that Booze prohib ended !
YES -- It WAS a practice on most streets with El lines to have streetcar lines below them --- some of those streetcar lines preceded some of the EL's built above them -- at least in Philadelphia & NY City
