Nope, It's New York City. They will be used to house the Homeless. They are doing it already with other hotels.

I am fascinated (?) by the TV programs on one room new houses (?) being built and sold today.
I suppose they are better than cardboard boxes but the whole thing seems to be more important
in a publicity manner. I have never been homeless so that may be why I do not understand the
mechanics of the tiny housing movement.

Waldorf was purchased by a Chinese consortium and is undergoing major renovations. It is supposed to re-open as a hotel/condo complex in 2021. The tower spaces are scheduled to become condo's. It is closed now but it is supposed to re-open next year.

Under the plan, some of the hotel's rooms will be turned into apartments, with the remainder of the rooms remaining hotel suites.[104] As part of the refurbishment process, the hotel closed on March 1, 2017.[105] The hotel's restaurants, including Peacock Alley, The Bull and Bear Steak House, and the recently opened La Chine, closed along with the hotel; they will reopen when the renovation is completed.[106] A week after the hotel closed, on March 7, 2017, the New York City Landmarks Preservation Commission voted unanimously to list the interiors of the hotel's famous public spaces as New York City landmarks, protecting them from any alteration during the renovations.[107] In November 2019 it was announced that the 375 condos in the Waldorf-Astoria would go on sale starting in early 2020, while the 350 remaining hotel rooms would not reopen until 2021
