I don't remember for sure but some of the gates may have had the small sidewalk arms also.
Were the gates through downtown operated by a tower man?

I have a photo showing an elevated tower at each end of the station. One is at Market Street, the other is farther north. But that dates from the 1940s. By the 1950s those are gone, I think. You would know better than I.

Found these photos.
The first shows the north end of the station complex (facing upriver and the side that would face the bridge). Note the tower on top of the platform.

The second photo shows Market Street in what is (I think) no later than 1957. I've identified 2 automobiles as being 1957 models. The view is east, towards the river.

The third is 1946 (courtesy of fellow Panhandle modeler Bill Neale). It shows the south end of the station where the tracks cross Market Street (another view of the area in photo 2).

Finally, the 4th photo shows QN tower, the crossing gates (they look to be hand operated). I'm not sure of the era or the exact location (yet). My guess in the 1940s or earlier. The photo is also courtesy of Bill Neale's presentation at a PRRT&HS annual meeting.

The gates do have the short arms for the sidewalk and I think there were four gates at some crossings, two on each side. I think they were operated from a tower. I do not remember the tower on the passenger shelter. That doesn't mean anything.

The last time I saw the station it looked pretty bad. Gone now I think.

Roger, my friend Bill Neale (HO modeler of the Panhandle) informs me that when he last visited the area in 1985 only the freight part of the station was still standing.

Updated 2/16/2021:

Today I have been cleaning up a couple of small items related to the Staging Area Operator's panel - getting a lip on the bottom of the panel and fastening it down. Both done.

I also spent some time debugging the East End interlocking. This is where the exit track for Weirton Steel joins the westbound PRR mainline (just before it heads across the bridge). A friend designed the circuit (3 DZ-1008 relays, 1 MTH PRR signal bridge, 1 DZ-2500 switch machine, and 1 DZ-1060 PRR signal mast) that drives the interlocking. He is assisting me while I debug it. Here are a couple of in-progress photos (obviously wrong).

Are those PRR ore cars by MTH? I have a slew of the DMIR ones. They look great with kadees a little weathering and a fresh load of something other than plastic. Backdrop looks great!

They are predominantly MTH (RailKing) ore cars. There are a few Lionel ones mixed in as well. I too, have some DMIR (Premier) ore cars.

Thank you, the backdrop continues to justify its cost every day. As Roger has said, there's no doubt about the setting of the layout.
