I have a couple Fred Icken KTM locos with upgraded gearboxes. This loco on the Bay looks like a scratch built Icken based on the gearbox appearance. I know for a fact that Fred Icken built a few of the NYC Northerns. Will try to find my Icken catalogs this weekend.

I am going to guess that it is a Max Gray. The gearbox looks a bit like a Max. caveat emptor. Opinion.
By the way, the model on OGR does look like a scratchbuilt. Frame is definitely not Scale Craft/CLW.

Bob,
I think you’re right; it appears to be more likely MG. Found some photos of a very old MG Niagara and most of the details match.

To me its Max Grey the gearbox is exactly the same as my MG Pennsy 2-10-4. I was just working on it so my memory is fresh. There still a worthwhile model in my opinion, despite the gearbox complaints.

Don't forget, Kemtron brought these models in also. They weren't May Gray or USH. Strictly Kemtron. I've been told they were a little more crude than the MG, imported around the same time frame.
Am I saying this is a Kemtron import? No, but maybe. Look at the front of the tender, where the MG wires/plugs (fiber strip with multiple receptacles) would be. It ain't there.
My 1 1/2 cents.
