D notices are used in the UK and Australia by the government to inform the media that they'd prefer it if they kept their mouths shut about something. Its not mandatory though in wartime it was and came with very severe penalties.

I do think, in this country, that it behooves The Press/Media and even the local and state and federal governments to "keep-things-close-to-the-vest," i.e., to shut up, at times.

It is likely that most of the Russian forces that have already or are scheduled to be deployed to Syria will come from the Southern Military District, whose AO responsibilities include Syria (as well as Ukraine). The 150,000 Russians number talked about last week most likely had to do with someone hearing that the Russian Southern Military District was going to deploy to Syria (the district strength is about 150,000). But that encompasses two whole armies, the 58th (who mostly suck balls) and the 49th (who also suck balls), as well as many separate brigades (some are decent), as well as naval fleets (including some decent Marine brigades), so it will not be the whole district, as many are still busy with Ukraine, just a small portion of it. Also, quite a few of the units already disclosed to have deployed to Syria are from the Southern district that were pulled from Ukraine to redeploy to Syria, especially since the Ukraine war is winding down. Note, for those who have experience in combat overseas, these Russian units are still at least half conscripts and redeployed with zero reset (no break, for R&R and to reorganize, refit the unit).
As it is, some elite units like the 76th Airborne have also been deployed to both the Ukraine and Syria. This should is telling, since that division is one of the few elite formations in the Western Military District, not the Southern. Their AO is not Ukraine, nor Syria. If they had to tap them for the Ukraine and immediately into Syria, with no reset time period whatsoever, it means the Russians are hard up for competent units, enough that they are willing to rob Peter to pay Paul. As ground combat casualties continue to rise it should be interesting how quickly their top tier units go to shit.
